The Jackson County Board of Education met in Regular Session on Monday, October 13, 2008, at 5:00 p.m. at St. Martin High School Library, 10820 Yellowjacket Blvd., Ocean Springs, MS 39564

The meeting was called to order at 5:00 p.m. by Chairman Kenneth A. Fountain. Board Member Tootle gave the invocation and Board Member Dickerson led the Pledge of Allegiance.

ACKNOWLEDGEMENTS AND CELEBRATIONS: Groups recognized by the board and the administrators for recent achievements and accomplishments and were acknowledged, as shown on page 48A.

ST. MARTIN CURRICULUM PRESENTATION: Teachers from St. Martin Middle School and St. Martin East Elementary presented information on innovative ways that they are using newspapers and hands on techniques in the classrooms.

TEST SCORES PRESENTATION: Dr. Lisa McCartney presented the most recent test scores received from the state and compared Jackson County School District with other local school districts as shown on page 48B. The board asked for further information to be presented at the next meeting.

SAFETY INCIDENTS: Laura McCool reported to the board that the incidents shown on the agenda were the final reports for the 2007 - 2008 school year. There has been one incident reported this year. Ms. McCool will present an overview of the previous years and will compare Jackson County School District with the claims filed state wide at the next meeting.

CELL PHONE UPDATE: Carol Rudolph presented information concerning the number of cell phones currently in use in the district, as shown on page 48C. Board Chairman Fountain asked that a policy be developed addressing cell phones and usage by faculty and staff to be presented at a future board meeting.

TECH PLAN UPDATE: Carol Rudolph asked that the Tech Plan Update as shown on page 48D be approved. Board Member Turner made a motion to approve the Tech Plan Update, second by Board Member Dickerson, with the following vote taken,

CREDIT RECOVERY POLICY: As shown on page 48E. Margaret Bush answered several questions from the board. Ms. Bush cited State Board Policy 2905 passed May 15, 2008. The policy addresses students that are having difficulty passing some objectives in a subject. This policy allows the student to earn a grade of 70 and receive the credit for graduation. Board Member Turner asked that the policy be revised to include the statement that the student should be encouraged to retake the class. If retaking the class is not an option then allow the student to be included in Credit Recovery Program. Member Dickerson made a motion to approve the Credit Recovery Policy with the amended wording, second by Board Member Turner, with the following vote taken,

REVISED POLICY - IFCB - FIELD TRIPS AND EXCURSION: Member Dickerson made a motion that the board take no action on the Revised Policy - IFCB - Field Trips and Excursions and allow the policy to remain as written, second by Board Member Sims, with the following vote taken,

REVISED SUPPLEMENTAL SALARY SCALE: Board Member Tootle made a motion to accept the wording for the coaching positions, as shown on page 48F, second by Board Member Sims, with the following vote taken,

REVISED SUPPLEMENTAL SALARY SCALE: The board asked that the supplemental salaries be moved forward to allow the administration to clarify the per diem explanation.

FUND RAISER - ST. MARTIN UPPER ELEMENTARY: Board Chairman Fountain requested that the policy for fund raisers by revised. Board Member Turner made a motion to approve the fund raiser at St. Martin Upper Elementary, second by Board Member Sims, with the following vote taken,

SITE FOR SHELTER: Mr. Arthur Quave with the Jackson County Board of Supervisors requested the Jackson County School District sell the property as shown on page 48G to the county for the construction of a 10,000 square foot storm shelter by the Jackson County Board of Supervisors and FEMA. Board Member Sims made a motion to approve the sale of the property, second by Board Member Turner, with the following vote taken,

LEGAL MATTERS: Chevron Revenue Litigation - Motion by Board Member Turner, second by Board Member Dickerson to allow Mr. Jack Pickett, Board Attorney, to negotiate on behalf of the Jackson County School District with the school board attorneys from Moss Point School District and Ocean School District. The board agreed to share one-third of the legal costs.
