JACKSON COUNTY BOARD OF EDUCATION MINUTES

Special Session
Tuesday, October 20, 2009

The Jackson County Board of Education met in Special Session on Tuesday, October 20, 2009, at 5:00 p.m. at the Jackson County Board of Education Building, 4700 Colonel Vickrey Road, Vancleave, Ms 39565.

The following members were present:

Randal B. Turner Vice Chairman  
Thomas L. Tootle Secretary  
Glenn A. Dickerson District 1

Dr. Barry Amacker Superintendent  

The following visitors were present:

Jack Pickett Board Attorney  
Marie Souza Board Secretary  
Margaret Bush District Office  
Carol Rudolph District Office  
Dino Vecchio East Central Attendance Center  
Dr. Michael Van Winkle St. Martin Attendance Center  
Hal Holmes Vancleave Attendance Center  

The meeting was called to order at 5:00 p.m. by Board Chairman Fountain. Board Member Turner gave the invocation and Board Member Dickerson led the Pledge of Allegiance.

APPROVE AGENDA: Board Member Tootle asked that the 16th Section lease for Mr. Jack Hamilton be added to the agenda for discussion. Motion by Board Member Turner, second by Board Member Sims, to approve the agenda as amended, with the following vote taken:

ST. MARTIN SITE WORK FUNDING from FEMA: Dr. Barry Amacker presented a package of infomation containing copies of  correspondence with Eley Guild Hardy and FEMA regarding site work, paving, and the status of PW 11148 at the new St. Martin High School. Board Chairman Fountain asked for questions from board members. Some of the questions from the board were as follows:
          1. Can Eley Guild Hardy provide a time line from design to date? (Who reviewed PW, when was it complete, when was it submitted, when was it approved, etc.)
             2. Who decided how many parking spaces were needed?
             3. Did the plans and specifications FEMA approved include site work and parking?
             4. Was the PW for site work written when the application was approved?
             5. If FEMA approved the plans with site work and parking why is it being denied now?
             6. If this many parking spaces are required by county code can JCSD get a variance from the county on Article IV, 9?
             7. Will the county assist in paving?

No action was taken on this item. It will be discussed again at the November 9, 2009 meeting.

16th Section Lease: Mr. Jack Pickett gave a summary of the events related to the 16th section property leased by Mr. Jack Hamiltion. Board Chairman Fountain asked that Mr. Pickett attempt to resolve the situation with the parties involved. If it cannot be resolved the board will take action in the matter. No action was taken on this item. It will be discussed again at the November 9, 2009 meeting.

There being no further business to come before the board at this time, a motion was made by Board Member Tootle, second by Board Member Dickerson, the meeting was adjourned at 6:00 p.m., with the following vote taken:
