The Jackson County Board of Education met in Regular Session on Monday, May 10, 2004, at 5:00 p.m. at Vancleave High School Library, 12424 Hwy 57, Vancleave, Mississippi.

The following members were present:

The meeting was called to order at 5:10 p.m. by chairman, Kenneth A. Fountain. Board member Tootle gave the invocation, and the Pledge of Allegiance was led by board member Sims.

BOND REFUNDING RESOLUTION: Motion by Turner, second by Owenby, to approve resolution as recommended by bond counsel, for the issuance of Jackson County School District general obligation refunding bonds, Series 2004, in the approximate aggregate principal amount of $5,400,000.00; providing for the sale and delivery thereof; calling for the redemption prior to maturity of certain currently outstanding general obligation bonds of the district; and enacting other provisions relating thereto, with bond refunding resolution, bond purchase agreement, escrow agreement, and preliminary draft on refunding bonds shown on pages 17-A, with the following vote taken:

ACKNOWLEDGEMENTS AND CELEBRATIONS: The following individuals, teams, or groups were recognized by administrators for recent achievements and accomplishments and were acknowledged by the Board:

BOND REFUND INFORMATION: Bond refund information was presented to the Board by Business Manager Harold Rushing, as shown on page 17-B.

STUDENT ACTIVITY ACCOUNTS - APRIL 2004: Student Activity Accounts for April 2004 were presented to the Board for their review.

ROPES COURSE PRESENTATION: Motion by Turner, second by Tootle, that Lt. Colonel John Thompson, St. Martin High School AFJROTC Instructor, develop a plan, time line, and schedule to build a ropes course at St. Martin High School in partnership with Keesler Air Force Base to provide materials, labor, and equipment, and that he return to the Board in July with plans for the course, with the following vote taken:

STAR SERVICES: Darwell Torkelson, representative of Star Services, gave an overview of his company and how they work to lower air conditioning operating costs with project management guaranted fixed maintenance programs, designing and installing energy efficiency improvements, designing and installing facility automation systems, along with offering innovative financing solutions.

POLICY AMENDMENT - POLICY EECA: Motion by Turner, second by Owenby, to approve amendment to Policy EECA, Competitive Foods Policy, revised policy shown on page 17-C, with the following vote taken:

EXCEPTION TO POLICY: Request from Lark Christian, Food Services Director, for an exception to Policy GFACB, Job Description - Cafeteria Manager, to give a prospective new employee more years of experience than allowed in policy was denied. There was no action taken.

SCHOOL BUS TURNAROUND: Motion by Turner, second by Sims, to approve request to Jackson County Board of Supervisors for school bus turnaround at 14101 Highway 57, Vancleave, with the following vote taken:

NEW POLICIES - GBRHC AND JDRHD: New policies GBRHC, Jury Duty/Court Summons, and JDRHD, Summer Training Tech Prep Teachers, were presented for thirty day review.

POLICY REVISION: Motion by Tootle, second by Sims, to approve revision to Policy GAK - Personnel Records, EGC - Insurance Eligibility and Enrollment Guidelines, GDRH-Leaves and Absences, Certificated Employees, and GCRHA-Vacations, revised policies shown on pages 17-D, with the following vote taken:

Mr. Todd Knight, principal of Vancleave High School, introduced retiring counselor Janice Bush and thanked her for all the services and help she had given the students of Jackson County.
