The Jackson County Board of Education met in Regular Session on Monday, July 19, 2004, at 5:00 p.m. at the Board of Education Building, 12210 Colonel Vickrey Road, Vancleave, Mississippi.

The meeting was called to order at 5:03 p.m. by chairman, Kenneth A. Fountain. Board member Owenby gave the invocation, and the Pledge of Allegiance was led by board member Turner.

ACKNOWLEDGEMENTS AND CELEBRATIONS: The following individuals, teams, or groups were recognized by administrators for recent achievements and accomplishments and were acknowledged by the Board:

BUDGET HEARING AND PUBLIC RESPONSE: Mr. Harold Rushing, Business Manager, presented the 2005 budget to the public. Chairman Fountain invited questions and comments from the anyone present. There were no questions or comments.

ST. MARTIN HIGH SCHOOL ROPES COURSE: Dr. Loretta Goff, St. Martin Attendance Superintendent, and Lt. Colonel John Thompson, SMHS AFJROTC instructor, presented to the Board plans to construct a Challenge (Ropes) Course at St. Martin High School and to update the physical education program at St. Martin High School to incorporate activities carried out in a four-week challenge (ropes) course. Approval to go ahead with construction of the challenge (ropes) course and to change the physical education curriculum to reflect ropes course activities was granted by the Board.

NEW POLICIES - GGB AND JRB: New policies GGB, Computer Technician Salary Scale, and JRB, Family Education Rights and Privacy Act (FERPA) were presented to the board for thirty day review.

TITLE I AMENDMENT: Motion by Sims, second by Owenby, to approve Title I amendment, as shown on pages 64-A, with the following vote taken:

SCHOOL BUS PURCHASES: Motion by Turner, second by Tootle, to approve purchase of four 64-passenger school buses for $47,895.00 each and three special needs buses for $64,426.00 each from Waters Truck and Tractor in Kosciusko for a total of $384,858.00, with the following vote taken:

TECHNOLOGY PROPOSAL: Moved forward to August 2, 2004

AMENDMENT TO BOND RESOLUTION: Motion by Owenby, second by Sims, to approve retaining Greg McMurray and Crews & Associates as the underwriter on the Jackson County School District refunding of bonds, as shown on page 64-B, with the following vote taken:

INCREASE IN PERS EFFECTIVE 2005 FISCAL YEAR: Superintendent Robinson informed the Board of an increase by the Public Employees' Retirement System of Mississippi in the employer contribution rate from 9.75% to 10.75% to be effective July 1, 2005. This increase will cost the District an additional $300,000 in FY06 and possibly $600,000 in FY07 over current contributions.

REQUEST FOR ONE-YEAR EDUCATOR LICENSE - HOLLY RUFFIN: Motion by Turner, second by Owenby, to approve request from Special Education for one-year educator license for Holly Ruffin, with the following vote taken:

UPDATE ON GYM AIR CONDITIONING PROJECT: Superintendent Robinson reported that the high school gyms air conditioning project is substantially complete, with numerous small items still to be completed as of July 19, 2004. At this time, after additional work modifications, the District will be receiving a credit on the project in the amount of $6,840.00 from a contingency fund built into the project.

STIPEND REQUEST - ELEMENTARY TEACHERS: Motion by Owenby, second by Sims, to approve request from the elementary curriculum director for a stipend be paid to teachers working on elementary curriculum during the summer, request shown on pages 64-C, with the following vote taken:

STIPEND REQUEST - FOOD SERVICE: Motion by Tootle, second by Owenby, to approve Food Service request for stipend to be paid to to Ann Chiuchiolo for attending mandatory Food Service Manager's certification in Jackson the week of June 21-25, 2004 at the rate of $11.07 per hour for forty hours, with the following vote taken:

SIXTEENTH SECTION - CANCELLATION OF LEASE - BECKHAM, HALL, COLE, MURPHY & MURPHY - 16-6-7: Motion by Owenby, second by Sims, to approve cancellation of the 16th Section Commercial Lease of Beckham, Hall, Cole, Murphy & Murphy, located on Section 16, T6S, R7W, and shown upon the records of the Chancery Clerk's Office in Jackson County, Mississippi, that certain land lease executed on the 18th day of May, 1992, by the Jackson County Board of Education, which said land lease is recorded in Land Record Book No.999, Pages 242-251, of the Land Records of Jackson County, Mississippi, with the following vote taken:
