The Jackson County Board of Education met in Regular Session on Monday, August 2, 2004, at 5:00 p.m. at the Board of Education Building, 12210 Colonel Vickrey Road, Vancleave, Mississippi.

The meeting was called to order at 5:11 p.m. by chairman, Kenneth A. Fountain. Board member Tootle gave the invocation, and the Pledge of Allegiance was led by board member Owenby.

JUNE 30, 2004 - TRANSFER TO COVER CAPITAL PROJECTS: Motion by Owenby, second by Tootle, to increase capitol project fund balance by $5.1 million to cover $1.2 million for the Vancleave Lower Addition, $2.5 million for the air conditioning and electrical upgrades, $1.2 million for the lighting retrofit, and $200,000 budgeted for the roof project at the Technology Center, with the following vote taken:

TECHNOLOGY PROPOSAL: Motion by Tootle, second by Owenby, to approve request for an additional $249,994.95 to be spent on technology equipment and software for curriculum needs for middle school and high school students and that money is to be taken from the ending fund balance, request shown on pages 77-B, with the following vote taken:

GYM PROPOSAL - ST. MARTIN EAST ELEMENTARY / JACKSON COUNTY BOARD OF SUPERVISORS: Motion by Turner, second by Owenby, to authorize Superintendent Robinson to present a proposal to the Jackson County Board of Supervisors to build a gymnasium on school property at St. Martin East Elementary School in partnership with Jackson County School District, proposal shown on pages 77-C, with the following vote taken:

REQUESTS FOR ONE-YEAR EDUCATOR LICENSES - ELIZABETH QUAVE AND PEGGY LOGAN: Motion by Owenby, second by Tootle, to approve requests from Vancleave High School for a one-year educator license for Elizabeth Quave to teach English and request for one year educator license from East Central School for Peggy Logan to teach Spanish, with the following vote taken:

SIXTEENTH SECTION - CANCELLATION OF LEASE - HOME OF GRACE, INC. - 16-6-7: Motion by Owenby, second by Turner, to approve cancellation of the 16th Section Recreational Lease of Home of Grace, Inc, located on Section 16, T6S, R7W, and shown upon the records of the Chancery Clerk's Office in Jackson County, Mississippi, that certain land lease executed on the 18th day of November, 2002, by the Jackson County Board of Education, which said land lease is recorded in Land Record Book No.1318, Pages 668-679, of the Land Records of Jackson County, Mississippi, with the following vote taken:

SIXTEENTH SECTION - APPLICATION TO LEASE - WHITE SANDS, INC: The sixteenth section lease application of White Sands, Inc, Section 16, T6S, R7W, was presented for board consideration thirty days prior to board action, as required by board directive.

F. Y. I. - SIXTEENTH SECTION - RENT ADJUSTMENT - JACKSON COUNTY BOARD OF SUPERVISORS - 16-6-7 AND FIRST BAPTIST CHURCH OF VANCLEAVE - 16-6-7: The Board was informed that reappraisals have to be corrected and rent adjusted for the Jackson County Board of Supervisors on the Water and Soil Conservation Office lease and First Baptist Church of Vancleave Parcel C lease as per direction of the Office of the Secretary of State due to the appraiser discounting the land value because it being sixteenth section and that lessees will be notified of the impending change prior to making the adjustments.
