The Jackson County Board of Education met in Regular Session on Monday, July 18, 2005, at 5:00 p.m. at the Jackson County Board of Education Building, 12210 Colonel Vickrey Road,Vancleave, Mississippi.

The meeting was called to order at 5:00 p.m. by chairman, Kenneth A. Fountain. Board member Tootle gave the invocation and Board member Turner led the Pledge.

MINUTES - JUNE 20, 2005: Moved Forward

ACKNOWLEDGMENTS AND CELEBRATIONS: The following individuals, teams, or groups were recognized by administrators for recent achievements and accomplishments and were acknowledged by the Board, as shown on page 13-A

DISTRICT SAFETY: Jim Lucas presented the Incident and Investigation reports for board review, as shown on page 13-B

BUDGET HEARING: Mr. Harold Rushing, Business Manager, presented the 2006 budget to the public as per the attached worksheet, as shown on page 13-C. Rucks Robinson clarified that operational millage will not increase. There is a possibility that an increase of .39 mills will be necessary to finance debt service. This is not the result of any new debt service. This is only to pay existing debt service such as the 3 mill levy and other bonded indebtedness previously approved by the taxpayers of our school district. If tax collections increase over the next few days then this will not be necessary. Also noted that in FY03 our total millage was 59.48 mills. The maximum millage for FY06 will be 55.397. This is 4.083 mills less than in FY03. Chairman Fountain invited questions and comments from anyone present. There were no questions or comments.

APPROVE REVISION TO POLICY - IHF: REQUIREMENTS FOR GRADUATION: Motion by Turner, second by Sims to approve revision to policy - IHF: Requirements for Graduation, as shown on page 13-D, with the following vote taken:

APPROVE REVISION TO POLICY - EDFA: CDL LICENSE FEE FOR DRIVERS: Motion by Tootle, second by Turner to approve revision to policy - EDFA: CDL License fee for drivers, with changes to read, the Jackson County School Distrct shall reimburse school bus drivers after receipt of their first paycheck, as shown on page 13-E, with the following vote taken:

APPROVE NEW POLICY- IHFE: EARLY GRADUATION POLICY (PRESENTED FOR BOARD REVIEW MARCH 14, 2005): Motion by Turner, second by Tootle to approve the new policy - IHFE: Early Graduation, with changes to include a time limit for Juniors to schedule a conference prior to the end of the second nine weeks. Also, in the last paragraph to include Historian, as shown on page 13-H, with the following vote taken:

APPROVE AMENDMENT OF LEASE - HELEN PIGFORD: Motion by Turner, second by Sims to approve the amendment of lease for Helen Pigford to reflect the annual lease payment amount of $1,880.00, as shown on page 13-J, with the following vote taken:

APPROVE AND AWARD HUNTING AND FISHING LEASE - 16-5-8 (642.40 ACRES) - JACKIE MARTY WILSIN, JR.: Motion by Sims, second by Tootle to approve and award the bid for Hunting and Fishing, bid # 05-175 sixteenth section lease 16-5-8, 642.40 acres more or less to the same leaseholder, Jackie Marty Wilson, Jr. This was the only bid submitted. The annual lease payment is $1,927.20. Bid tabulation sheet shown on page 13-J, with the following vote taken:

F.Y.I. Mr. Jack Pickett presented an update on the Thomas and Homa Beck Lease information to the board.

OWNER'S REPRESENTATIVE - YATES CONSTRUCTION - ADVERTISEMENT: Jack Pickett, Board Attorney, will develop a RFQ based on the Owner's Representative Agreement. This informaion will be presented to the Board.

STUDIO SOUTH - DAVID HARDY, UPDATE: David Hardy presented an update to the board. The HVAC units are at 90% completion. This week St. Martin and Vancleave will be completed enough for the construction to move to East Central and work towards the August 4, 2005 completion date. St. Martin East demolition is under way and the kitchen interior has begun. St. Martin North and Vancleave Lower completion is on schedule. Technology Center has been completed. David Hardy presented the attached letter for the board's review, as shown on page 13-K

SCHEDULE ENERGY MANAGEMENT PRESENTATIONS: Presentations from Star, Chevron and Siemens have been scheduled for the August 8, 2005 board meeting with a 15 minute presentation and 5 minute question and answer session following.
