APPROVE AGENDA: Motion by Tootle, second by Turner, to approve the agenda as amended for April 3, 2006,with the following additions: (1) St. Martin East Change Order No. 4 to be approved up to $8000.00 for adding additional ramp at Building "C" and additional railings and the removing of concrete steps. (2) addition of Dorothy Wade to the 2005-2006 Non-Licensed Recommendations (3) the addition of three student hearings, with the following vote taken:

ACKNOWLEDGMENTS AND CELEBRATIONS: The following individuals, teams and groups were recognized by administrators for recent achievements and accomplishments and were acknowledged by the Board, as shown on page 78-A

CURRICULUM PRESENTATION - VANCLEAVE LOWER ELEMENTARY: Vancleave Lower Elementary teachers - Karen Upton, Mandy Johnson and Vikki DiStefano presented to the board a powerpoint presentation about reading 3D. Vancleave Lower Elementary is currently using a program called mCLASS: Reading 3D. Educators use this software to perform benchmark assessments three times a year with DIBELS and the MCPS measures. These teachers give credit to Mrs. Peterson for Vancleave Lower Elementary having this "awesome tool" to use and how this program allows teachers more time to teach and ways to impact instruction.

TAX COLLECTIONS / COMMUNITY DISASTER LOAN: Harold Rushing spoke about tax collections and the usage of the community disaster loan in applying and protecting our local base figures. The Ad Valerem tax collections through January is $4,405,359.66. The amount collected for the same period FY05 was $9,335,990.70, which is a difference in the amount of $4,930,631.04 as shown on the worksheet on page 78-B

Rucks Robinson talked about the usage of restart monies to replace the local effort for salary purposes.

LARK CHRISTIAN - FOOD SERVICE DIRECTOR:

REPORT ON ST. MARTIN EAST CAFETERIA: St. Martin East Elementary Cafeteria is complete except for the items presented as shown on page 78-F.. Our plans are to begin moving in immediately, accept delivery of our first grocercy order on Wednesday, April 5, 2006 and be ready to serve our first meal on Monday, April 17, 2006. Teachers, students and Food Service Staff are all to be commended for their hard work this year. They have all done an excellent job. We can officially accept the cafeteria onWednesday, April 5, 2006. Keys will be delivered to Mr. Robinson.

FREE BREAKFAST - ST. MARTIN SCHOOLS: Mr. Robinson and I have continued to fight for free meals for our St. Martin students. The State Department has approved us for a Provision II program that will allow us to serve free breakfast for the remainder of the school year to our St. Martin students beginning today. We will continue to explore avenues for additional benefits for the St. Martin schools and students.

FEMA / MEMA QUESTIONS AND ANSWERS: MEMA and FEME representatives - Jeff Byard, Dana Ferrell, Glen Posey, Steve Dyer, Loretta Simmons, David McNair and Missy presented a powerpoint presentation on behalf of MEMA and FEMA.

Mr. Jeff Byard announced that all of St. Martin Middle School and all of St. Martin Upper Elementary School exceeded the 50% loss and thus were eligible for assistance from MEMA and FEMA for complete reconstruction. He also addressed issues pertaining to site location, usage of insurance monies and reconstruction costs.

The School Board asked Studio South to do an analysis on construction costs for the following scenarios and to work with MEMA and FEMA to determine what funds these will be paid out of:

    1. Construction of a new St. Martin High School, add on to the blue building to make it an Upper Elementary with grades 3,4 and 5. The existing gold building would become a Middle School with grades 6,7 and 8.
    2. Add to the gold building to become grades 9-12, also add to the blue building to become a Middle School with grades 6,7,8 and build a new Upper Elementary School to house grades 4 and 5.
    3. Add to the gold building to become graded 9-12, also add to the blue building to become a Middle School withe grade 6,7,8 and build a new Upper Elementary School to house grades 3,4 and 5. St. Martin East Elementary and St. Martin North Elementary would serve grades K-2.
    4. Construction of a new Upper Elementary School and a new Middle School with the same grade structure as the ones destroyed.

Rucks Robinson emphasized the need for the community input.

EXPLANATION NEEDED - (NO ACTION TO BE TAKEN) - PORTABLE CLASSROOMS / FEMA: Rucks Robinson led a discussion about the opportunity we have to gain ownership of some of the portable classrooms we are currently using. Our intention is not to gain ownership of all 90 units. We will present a proposal at a later date..

INSURANCE UPDATE - STEWART, SNEED AND HEWES: Charles Persons presented insurance information related to Hurrican Katrina.

APPROVE ST. MARTIN EAST ELEMENTARY CHANGE ORDER NO.4 - Motion by Turner second by Dickerson to approve the St. Martin East Elementary Change Order No. 4 for an increase of $34,985 and a total price of $1,527,235.00, as shown on page 78-G with the following vote taken:

SCHOOL CAMPUS UPDATES: Leonard Collins provided an update on Vancleave Lower Elementary, Vancleave Middle School, St. Martin East Elementary and St. Martin North Elementary:

Vancleave Lower Elementary School - the construction is significantly behind schedule and little progress is being made.

Vancleave Middle School is on schedule

St. Martin North Elementary is very far behind.

St. Martin East Elementary should be able to use the cafeteria the week after Spring Break.

APPROVE LABOR AND MATERIAL TO REMOVE AND RESTORE INTERCOM, PHONE, CAT T.V. TO NEW OFFICE AND BUILDINGS AT ST. MARTIN EAST ELEMENTARY: Motion by Turner, second by Sims to approve the labor and materials to remove and restore intercom, phone, cat. T.V. to new office and buildings at St. Martin East Elementary, as shown on page 78-J, with the following vote taken:
