The Jackson County Board of Education met in Regular Session on Monday, May 12, 2008, at 5:00 p.m. at the Jackson County Board of Education Building, 4700 Colonel Vickrey Road, Vancleave, Ms 39565

The meeting was called to order at 5:03 p.m. by Chairman, Kenneth A. Fountain. Mr. Tootle gave the invocation and Mr. Dickerson led the Pledge of Allegiance.

ACKNOWLEDGMENTS AND CELEBRATIONS: The following individuals, teams and groups were recognized by administrators for recent achievements and accomplishments and were acknowledged by the Board, as shown on page 151A.

CURRICULUM PRESENTATION - Mr. Dieter Miller from St. Martin High School gave a demonstration to the Board on the Distance Learning Program.

CARL PERKINS FUNDS FY2009 - Diane Novak presented the Carl Perkins FY 2009 State Spending Plan. Motion by Turner, second by Dickerson, to approve the FY2009 plan, with the following vote taken:

SAFETY INCIDENTS: As presented shown on page 151B.

Laura McCool reported an increase in 2007-2008 safety incidents as compared to last year. She stated that she was unsure of the reason for the increase. A Safety Committee is being formed to analyze the options to reduce these incidents. An Employee Safety Handbook has been drafted for review by the committee and the board. The committee will meet and report back to the board.

J & L JANITORIAL -Motion by Turner, second by Dickerson to approve J & L Janitorial for restoration of flooring at Vancleave Schools, with the following vote taken:

VANCLEAVE FOUNDERS PARK: Dr. Jeffery Morrison, Vancleave Merchant Association representative presented the board with a plan to create a Vancleave Founders Park around the gazebo on the property of Vancleave High School. The brick pavers and park benches could be sold to the families and businesses in Vancleave. The money raised (above the cost of the park) will go toward the legal cost associated with the petition to incorporate Vancleave. Because this project will be located on 16th Section land, Mr. Fountain asked Mr. Pickett to look into the legality involved.

16th SECTION: Guild Hardy presented two options for the St. Martin High School Wetlands Mitigation. The wetlands mitigation bank will reopen in June, 2008. Mr. Fountain asked that the wetlands be designated as far away from the road as possible. Ms. Seymour will contact the DEQ and the surveyor to set the boundaries and preserve 70 acres. Motion by Turner, second by Dickerson to accept Option # 2, with the following vote taken:

GUILD HARDY ARCHITECTS: Jennifer Seymour presented the schematics for St. Martin High School Gym. The plan was approved with one exception. Ms. Seymour will look into other options to increase seating. Motion to accept made by Board Member Turner, second by Board Member Sims, with the following vote taken:

Mr. Quint Moran presented the plans for Phase One and Phase Two for East Central Lower Elementary School. No action was taken and the board asked for this agenda item be moved forward to the next meeting.

Motion by Dickerson, second by Turner, to approve the proposed additions for Vancleave Lower Elementary School with the following vote taken:
