The meeting was called to order at 5:01 p.m. by chairman, Kenneth A. Fountain. Board member Tootle gave the invocation, and the Pledge of Allegiance was led by board member Sims.

VANCLEAVE CURRICULUM PRESENTATION - VANCLEAVE UPPER ELEMENTARY: Penny Westfaul, Assistant Principal of Vancleave Upper Elementary, presented an overview of Vancleave Upper Elementary's web page. School news and information are continually updated for parents, students, and staff. An example of student information are the Accelerated Reader Lists with book titles, authors, book levels and points available for easy access to enable students to enhance their reading skills.

PALM HANDHELD PRESENTATION: Dr. Barry Amacker, St. Martin High School Principal, demonstrated the many uses of the Palm handheld device that enables administrators to have information available to them. The most powerful asset is that the Palm connects to the school's student information database, STI, and uploads student data that can be accessed anywhere and at any time.

J H & H ARCHITECTS - APPROVE OWNER/ARCHITECT AGREEMENT: Motion by Turner, second by Owenby, to approve owner/architect agreement with J H & H Architect to upgrade gymnasium HVAC for East Central High School, St. Martin High School and Vancleave High School, shown on pages 183-B, with the following vote taken:

J H & H ARCHITECTS - ADDENDUM TO BID: Motion by Sims, second by Tootle, to approve addendum to the bid to replace the existing fire alarm system control panel at each school with a new fire alarm system control panel of proper capacity for all new and existing devices to upgrade gymnasium HVAC for East Central High School, St. Martin High School, and Vancleave High School, as shown on pages 183-C, with the following vote taken:

TRANSPORTATION ROUTING SOFTWARE PRESENTATION: Mr. Tom Massey, of Data Futures, presented to the Board an overview of transportation management and routing software that works closely with STI, the student information database software in the schools.

JACKSON COUNTY TECHNOLOGY CENTER - 2004-2005 LOCAL SPENDING PLAN: Motion by Tootle, second by Sims, to approve the FY 2004-2005 Local Spending Plan to be submitted to the State Department of Education, as shown on pages 183-E, with the following vote taken:

TECH PREP SITE VISIT - EAST CENTRAL : Superintendent Robinson recognized East Central High School and East Central Middle School Tech Prep programs for the outstanding evaluation received from the Tech Prep Office of the Mississippi Deparment of Education following a recent site visit. The program was cited for many outstanding accomplishments and, most impressive, there were no suggestions for improvement. He commended East Central High School and East Central Middle School for the effort expended in making tech prep a successful program within their attendance center.

NEW POLICY - GFAG - ELEMENTARY CURRICULUM COORDINATOR: Policy GFAG, Elementary Curriculum Coordinator, was presented for thirty day review.

APPROVAL FOR PROFESSIONAL DEVELOPMENT FEE TO NATIONAL LITERACY COALITION: Motion by Turner, second by Sims, to approve payment of professional development fees in the amount of $40,000.00 to the National Literacy Coalition for support and training for teachers at St. Martin North and St. Martin East for school year 2003-2004 in the implementation of teaching elements to be effective in teaching children to read as part of the commitment to the Comprehensive School Reform Grant, as shown on pages 183-F, with the following vote taken:

REAPPRAISAL OF SIXTEENTH SECTION PROPERTY: Motion by Tootle, second by Owenby, that Everett Ladner, who gave the lowest quote, be retained to reappraise sixteenth section properties as per the requirement of the lease contracts that the school district as lessor shall have reappraisal of the subject properties at its expense and redetermination of annual rental, as shown on page 183-G, with the following vote taken:
