JACKSON COUNTY BOARD OF EDUCATION MINUTES

The Jackson County Board of Education met in Regular Session on Monday, March 17, 2008, at 5:00 p.m. at the Jackson County Board of Education Building, 4700 Colonel Vickrey Road, Vancleave, Ms 39565

The following members were present:

The meeting was called to order at 500 p.m. by chairman, Kenneth A. Fountain. Board member Tootle gave the invocation and Board member Sims led the Pledge of Allegiance.

APPROVE AGENDA: Motion by Turner, second by Dickerson, to approve the agenda for March 17, 2008, with the following vote taken:

DISCUSSION OF GYMNASIUM AT NEW ST. MARTIN HIGH SCHOOL:

Mr. Sims stated that the funds are available to complete the St. Martin High School gymnasium project as planned. He acknowledged that the gymnasium should be built according to the architects plans.

Mr. Turner stated that at the start of this project there was a question as to where the funds would come from. Based on the district budget (copy attached) the funds are currently available and the project should move forward.

Mr. Tootle concurred with Mr. Sims and Mr. Turner with the understanding that the school board needs to make sure the immediate addition/building needs for Vancleave and East Central schools are met.

Several options were discussed, to include a reduction in square footage of the gymnasium, to reduce cost. The architect explained that this would reduce the size of the dressing rooms and showers, to the point that all team members could not use the dressing rooms at the same time. The difference in permanent and pull out bleachers was discussed. The current plan presented by the architect allows for seating for 1,500 spectators, or, the entire student population.

David Hardy and Jennifer Seymour reported the original design of the gymnasium was based on the limitations of square footage eligible for reimbursement under the FEMA program.

Dr. Amacker told the board it was his opinion it would be equitable if we spent roughly $1.5 million for the gymnasium upgrade at St. Martin High School, and roughly the same amount of money at Vancleave High School and East Central Lower for their additions.

During the discussions Mr. Dickerson indicated that he felt there were more pressing needs in the school district at East Central and Vancleave that were not being addressed.

A motion was made by Mr. Dickerson to approve $1.4 million Athletic Improvement Plan for St. Martin, East Central and Vancleave High Schools for a total of $4.2 million. These funds are to be used at each attendance center for improving whichever athletic facility they choose to improve. The motion died for a lack of a second.

A motion by Turner, second by Sims to allow the architects to proceed with the upgraded plan for the new St. Martin High School gymnasium, with the following vote taken:

There being no further business to come before the board at this time, on motion by Dickerson, second by Turner, the meeting was adjourned at 5:45 p.m., with the following vote taken:
