The Jackson County Board of Education met in Regular Session on Monday, March 13, 2006, at 5:00 p.m. at the Jackson County Board of Education Building, 12210 Colonel Vickrey Road, Vancleave, Ms 39565

The meeting was called to order at 5:00 p.m. by chairman, Kenneth A. Fountain. Board member Tootle gave the invocation and Board member Turner led the Pledge of Allegiance

ACKNOWLEDGMENTS AND CELEBRATIONS: The following individuals, teams and groups were recognized by administrators for recent achievements and accomplishments and were acknowledged by the Board, as shown on page 60-A

CURRICULUM PRESENTATION - EAST CENTRAL MIDDLE SCHOOL CHOIR UNDER THE DIRECTION OF MS. VERNON: Choral Instructor, Debra Vernon along with East Central Middle School Choral group performed several songs for the Board and visitors enjoyment as part of the East Central Curriculum presentations.

CURRICULUM PRESENTATION - EAST CENTRAL SCHOOLS - GRETCHEN BROCHARD: Gretchen Brochard, East Central High School GED (General Educational Development) Program instructor presented to the board a power point presentation overviewing the GED program for our school district. She spoke about a typical day in the GED classroom and pointed out how NOVA NET is a very important part of the program. As of today, there have been 52 children to complete district wide.

APPROVE RECOMMENDATION FROM TIM ANDERSON FOR HALEIGH HOLDER EARLY GRADUATION REQUEST: Motion by Turner, second by Tootle to approve the early graduation request for Haleigh Holder as recommended by Tim Anderson, as shown on page 60-B, with the following vote taken:

SIXTEENTH SECTION:

APPROVE COMMERCIAL LEASE CANCELLATION - RALPH L. KING, JR.: Motion by Dickerson, second by Sims to approve the cancellation of his commercial lease contingent upon the sale of the building to Dane and Wanda Clark and also with the understanding that all taxes have been paid, as shown on page 60-C, with the following vote taken:

COMPTON ENGINEERING, INC. / AARON MASTERS / SEWER PUMP STATION, VANCLEAVE UPPER ELEMENTARY: Motion by Turner, second by Dickerson to move forward with the bid process for a lift station at Vancleave Upper Elementary, as shown on page 60-D, with the following vote taken:

STUDIO SOUTH / DAVID HARDY / LEONARD COLLINS / UPDATE:

F.Y.I. - DEMOLITION PACKAGE - Rucks Robinson led a discussion about the St. Martin Upper Elementary demolition package we are asking Studio South to prepare for us so when the time comes to start the demolition process we will be ready. FEMA / MEMA and the state of Mississippi will pay for 95% of all costs and fees once approved.

PROGRESS REPORT ON WORK UNDER CONSTRUCTION - Leonard Collins, with Studio South provided a progress report on the work under construction for Vancleave and St. Martin, as shown on page 60-E

EMERGENCY PURCHASE, BENEFIELD MASONRY COMPANY, $4,400.00 - Motion by Tootle, second by Sims to approve as an emergency purchase the installation of 12'' concrete block for Vancleave Upper Elementary because water was getting in the building, as shown on page 60-F, with the following vote taken:

RE-ROOFING OF VOCATIONAL TECHNICAL BUILDING (BID "A") - D & D CONSTRUCTION, $65,000.00 AND ST. MARTIN HIGH SCHOOL GYM AND BAND HALL (BID "B") - MIKE MCADAMS, $176,472.00: Motion by Turner, second by Sims to approve the Re-Roofing of the Vocational Technical Bid "A" for D & D Construction for the amount of $65,000.00 and the St. Martin High School Gym and Band Hall Bid "B" for Mike McAdams for the amount of $176,472.00, as shown on page 60-G, with the following vote taken:

VANCLEAVE AND ST. MARTIN:

Motion by Turner, second by Tootle to approve moving forward with preparing plans and specifications for St. Martin and Vancleave poles and lighting at the football stadiums. Once the bids are received Mr. Robinson will work with the architects towards completion. The following vote was taken:

Rucks Robinson led a discussion about replacing the stage curtains at St. Martin East Elementary and St. Martin North Elementary. Recommendation was made by Mr. Robinson that Studio South proceed with getting prices and we will poll the board once those prices have been received.

Discussion was also led by Mr. Robinson about replacing the stairs that lead to the cafeteria out of the second wing at St. Martin East Elementary ,with a ramp leading in the opposite direction. This is a safety issue for students who are exiting the second wing. No decision will be made at this time, once prices have been received we will poll the board and a recommendation will be made.

Kenneth Fountain led a discussion about the lighting fixtures on the St. Martin North Elementary stage area. At this time there are incandescent lights with no safety guards which poses a safety issue when students are performing on the stage. The board has authorized for prices to be given for changing the lighting to possibly florescent lights with safety guards.

Motion by Turner, second by Sims to approve the remaining items to receive the architects support in repairing: (1) Vancleave's home field house and concession stand (2) St. Martin's press box and field house, with the following vote taken:

FUTURE BUILDING PLANS / KATRINA / UPDATE:

MEMA - Mr. Jim Lucas will meet tomorrow with Harold Rushing to process paperwork to draw down money from MEMA.

FEMA - At the April 3, 2006 board meeting, FEMA representatives will attend to share with the board what funding is available for new construction. An environmentalist will also be present to answer any questions. We have received very positive feedback regarding the demolition of St. Martin Upper Elementary and St. Martin Middle School.

INSURANCE - At this time we have applied for a community disaster loan to replace lost revenues. We will not draw down this money without informing the school board.

RESTART AND DISPLACED STUDENTS - We have applied for 3 million dollars of restart money and we should receive this money by the end of the month. With the displaced money, is very limited as to how it can be spent. It must be obligated by the end of May.
