The Jackson County Board of Education met in Regular Session on Monday, February 16, 2004, at 5:00 p.m. at the Board of Education Building, 12210 Colonel Vickrey Road, Vancleave, Mississippi.

The meeting was called to order at 5:01 p.m. by chairman, Kenneth A. Fountain. Board member Owenby gave the invocation.

As a special tribute to the Board in their honor for School Board Recognition Week, Troop 211 of the Boys Scouts of America presented the Colors and led the Pledge of Allegiance.

REFUNDING BONDS: Motion by Turner, second by Sims, to approve resolution presented by Jim Young of Adams and Reese LLP to authorize to retain an underwriter and legal counsel to assist the District in structuring the transaction and in marketing and issuing the Refunding Bonds, and to come back to the Board at a later date with a firm proposal, resolution shown on pages 158-A, with the following vote taken:

ACKNOWLEDGEMENTS AND CELEBRATIONS: The following individuals, teams, or groups were recognized by administrators for recent achievements and accomplishments and were acknowledged by the Board:

CURRICULUM PRESENTATION - ST. MARTIN UPPER ELEMENTARY: Larry Newman, St. Martin Upper Elementary Principal, presented an overview of programs offered at St. Martin Upper including mentoring, parent and student resources, tutoring, inclusion instruction, student recognition, parent involvement. Cindy Honeycutt, assistant principal, gave a presentation on the reading program. Nancy Chandler and Terri Poelma, teachers at St. Martin North, described the methods they use to teach their students reading and writing.

SCHOOL BOARD RECOGNITION WEEK: Presentations were made to the Board by representatives of East Central, Vancleave, St. Martin, and the Central Office in recognition of their leadership, achievement, character, and service to children of Jackson County.

ITEMS NOT IN FY03-04 BUDGET: Superintendent Robinson reported there was nothing new to add to this report of expenditures for FY03-04, but some funds had been spent on children that were ongoing expenses. Thus far, there were expenses of approximately $400, but there will be additional expenses, and these expenses will be included on this report at a later date.

PRESENTING STUDENT ACTIVITY ACCOUNTS - JANUARY 2004: Student activity accounts for January 2004 for East Central, St. Martin, Vancleave, Jackson County Technology Center, and Alternative School were presented to the Board for review.

THREE MILL RESOLUTION: Motion by Turner, second by Owenby, to adopt resolution to authorize the borrowing of a maximum of $4,500,000.00 for the purpose of paying the costs of making repairs, alterations and additions to school buildings, for the purose of erecting school buildings and other buildings used for school purposes, for the purpose of purchasing heating, air conditioning, fixtures and equipment of such buildings, with total amount dependent on how low the bonds are, resolution shown on pages 158-B, with the following vote taken:

J H & H ARCHITECTS: Paul Bagley of J H & H Architects updated the Board on the progress with the bids and electrical upgrade for the air conditioning project at the three high school gyms. Bids have been sent out and should be received back to bring to the March 22nd meeting to be awarded. The electrical upgrade lead time will be approximately eight weeks, but will not be a factor to hold back the completion date of the project. Superintendent Robinson stated that it would not be possible to turn over gyms to a contractor in the middle of the school year due to possible unsafe conditions and that the timeline presented in Schedule B with a completion date of June 21, 2004 was the only acceptable option. The Board agreed. No action was taken.

REQUEST EXPERT CITIZEN LICENSURE - CHRISTINA GARTMAN - VHS: Motion by Owenby, second by Sims, to approve application for an Expert Citizen License with the Mississippi Department of Education for Christina Gartman to teach Spanish at Vancleave High School for 2004-2005 school year, with the following vote taken:

APPROVE CHANGE ORDER - EAST CENTRAL HIGH ADDITION: Motion by Owenby, second by Sims, to approve change order increase of $8,000.00 on East Central High School addition for adaptation on electrical panels, change order shown on page 158-C, with the following vote taken:

JACKSON COUNTY BOARD OF SUPERVISORS REQUEST - EAST CENTRAL: Motion by Owenby, second by Sims, to approve request to submit request by East Central Attendance Center to the Jackson County Board of Supervisors to authorize expenditures of monies for repaving the original high school student parking area, with the following vote taken:

APPROVE RETIREMENT RESOLUTIONS: Motion by Tootle, second by Owenby, to approve retirement resolutions for Barbara Bennett, Vancleave Upper Elementary Teacher, and Ann Wise, Vancleave Upper Elementary Library Assistant, with the following vote taken:

NOTICE OF INTENTION TO ADVERTISE - ADMINISTRATIVE ASSISTANT - VHS: Superintendent Robinson gave notice to the Board of intention to advertise for the administrative assistant position at Vancleave High School. Vancleave High School has had sufficient enrollment for two different school years as per board policy.

NOTICE OF INTENTION TO ADVERTISE - FEDERAL PROJECTS/ELEMENTARY DIRECTOR: Superintendent Robinson notified the Board of his intention to advertise for a federal project/elementary director at a later date for the 2004-2005 school year. Funding for this position would come from eighty percent federal money; the other twenty percent would come from district money. He stated that there is no position in the Central Office charged with the education of children and the supervising of instruction. A job description will be developed and presented to the Board for approval at a later date. No action was taken.

16TH SECTION - LEASEHOLDER REQUEST - DOROTHY DOWDY - 16-6-7: Dorothy Dowdy, 16th section leaseholder of a 1.45 acre commercial lease on Ballpark Road, requested that the Board allow her to have her property reappraised at her expense due to her eight-year reappraisal the property in May 2003 by the school district appraiser increasing from $942.50 to $2,300.00 annually. She also asked to have her percentage rate for her commercial lease to be reduced from 10% to 5% of the appraised market value. Superintendent Robinson said he was not for going back and revisiting leases that have already been signed at this point and time. Motion by Turner, second by Tootle, to move request forward to the next meeting in order for the attorney to check the legality of the request and if the Board has this authority, with the following vote taken:.

APPROVE RESOLUTION FOR FULL MAEP FUNDING: Motion by Turner, second by Sims, to approve resolution, as presented, to be sent to Governor Haley Barbour and Jackson County legislators requesting they support and pass legislation and appropriations that will result in full funding of all Mississippi Adequate Education Program mandates, with the following vote taken:
