The Jackson County Board of Education met in Regular Session on Monday, December 12, 2005, at 5:00 p.m. at the Vancleave High School Building, 12424 Highway 57, Vancleave, Ms 39565

The meeting was called to order at 5:00 p.m. by chairman, Kenneth A. Fountain. Board member Owenby gave the invocation and led the Pledge.

APPROVE AGENDA: Motion by Owenby, second by Tootle, to approve the agenda as amended for December 8, 2005, with the following changes (1) remove the resolution to cancel sixteenth section lease, Billy Gordon, (2) remove Rucks Robinson from the Katrina affect-MSIS trip on December 7, 2005, (3) correcting the December 5-6, 2005 trip to reflect Rucks Robinson attending a meeting with the Governor's staff in Jackson and a meeting with the Appropriate Committee in Washington as well as the cost source being part private, (4) changing the line item order under G to have all discussion after the business portion (5) the addition of East Central arson discussion under G, with the following vote taken:

ACKNOWLEDGMENTS AND CELEBRATIONS: Mr. Eugene Owenby was recognized for his outstanding and dedicated years of service rendered to the children of the Jackson County School District from January 1995 to December 2005.

CURRICULUM PRESENTATION, VANCLEAVE UPPER ELEMENTARY: Debbie Seal, Vancleave Upper Elementary Principal presented to the board a power point presenteation on how they analize MCT data. Their goal is to have every student in proficient and advanced. By studying this data they are able to track every student in all areas so problems are known to the teachers and areas of concern can be focused on.

APPROVE RELEASE OF LEASEHOLD INTEREST, JACKSON COUNTY BOARD OF SUPERVISORS (ST. MARTIN FIRE STATION LEASE): Motion by Tootle, second by Owenby to approve the Release of Leasehold Interest for the Jackson County Board of Supervisors (St. Martin Fire Station Lease) as shown on page 98-D, with the following vote taken:

DISCUSSION / BECK LEASE: Discussion was made regarding the house on sixteenth section land which belongs to the Beck family. The lease has been cancelled. There are individuals inquiring about interest in possibly purchasing the home. Mr. Jack Pickett was asked to contact the owner of the home and ask if they want to keep the home or if the board can take ownership of it. At the January 30, 2006 board meeting a recommendation needs to be made to the school board regarding a decission.

VANCLEAVE - WALKWAY AND WALL, $40,000.00: Motion by Owenby, second by Tootle to approve the covered sidewalk for Vancleave Upper Elementary as shown on page 98-E, with the following vote taken:

Motion by Tootle, second by Owenby to approve a request made to allocate money for the bricks and blocks to use in the future for construction on an enterance to the existing D Building, with the following vote taken:

STUDIO SOUTH / DAVID HARDY - UPDATE: David Hardy presented the following information as an update to the board:

  1. The HVAC units are complete
  2. East Central - the materials for the emergency roof repairs have been ordered. This project should be complete in 40-50 days
  3. Vancleave Lower Elementary - the slab is in place, this project is set for completion by the ende of February 2006
  4. Vancleave Middel School - Rod Cooke Construction is making good progress on this project. The footings have been poured and they will be pouring the slab in a couple of weeks. the metal building has been ordered and completion is on schedule for August 2006
  5. St. Martin East Elementary - the cafeteria expansion is on schedule for completion for the beginning of February 2006 and the commons area will be completed April 2006
  6. St. Martin North Elementary - Starks Construction is working on this project. The metal building components are on site. The cafeteria is set for completion at the beginning of February 2006

COMPTON ENGINEERING / AARON MASTERS - UPDATE: Aaron Masters presented an update to the board. The St. Martin Lagoon closure is complete. Mr. Masters commented on F and F Construction as being good contractors. The sewer lift station at St. Martin East Elementary is finished with only a few punch line items to be completed. The water well at Vancleave Upper Elementary is good and efficient, the controls for the pump have been ordered. The sewer lift station at Vancleave Lower Elementary is being looked at for possible replacement. No budget has been prepared at this time for this project.

FUTURE BUILDING PLANS / KATRINA / DISCUSSION: St. Martin Upper Elementary campus as a whole is in excess of 50% damaged. We are currently waiting on the flood and wind insurance information to know how we can move forward. There was discussion about changing the configuration of the St. Martin campuses. Currently there are two K-3 schools and if changes are made to make them K-2 school there will be alot more room to grow in the future. The stipulation with changing what is currently there is if we don't do "like for like" we might receive a cap on the construction cost.

EAST CENTRAL ARSON: A few weeks ago someone vandalized East Central Upper Elemtary School. There was evidence that someone tried to start a fire by trying to start it with a book. There is a need for motion sensors in the classrooms so the police will be notified if it happens again. Rocky Long is working on a quote for having 31 sensors installed. The funding the this will be taken from the NIB items.
