The Jackson County Board of Education met in Regular Session on Monday, December 8, 2003, at 5:00 p.m. at the St. Martin High School Library, 10820 Yellowjacket Blvd, Ocean Springs, MS. The Board met prior to the meeting at 12:00 noon to tour St. Martin Attendance Center with all members except Thomas Tootle in attendance.

The meeting was called to order at 5:00 p.m. by chairman, Kenneth A. Fountain. Board member Turner gave the invocation, and the Pledge of Allegiance was led by board member Sims.

ACKNOWLEDGEMENTS AND CELEBRATIONS: The following individuals, teams, or groups were recognized by administrators for recent achievements and accomplishments and were acknowledged by the Board:

CURRICULUM PRESENTATION - ST. MARTIN HIGH SCHOOL: Principal Barry Amacker, along with teacher Gordon Nelms, presented an overview of programs in place at St. Martin High School to help students improve proficiency in math and other subjects with the aid of tutorials, student achievement contracts, teaming models, and targeting students for year-long courses.

ITEMS NOT IN FY03-04 BUDGET: Items Not in FY03-04 Budget, an ongoing account of expenditures requested by Attendance Centers and approved by the Board that were not included in the FY03-04 budget, was presented for Board review.

PRESENTING STUDENT ACTIVITY ACCOUNTS - OCTOBER 2003: Student activity accounts for October 2003 for East Central, St. Martin, Vancleave, Jackson County Technology Center, and Alternative School were presented to the board for review.

DARLENE GAUBERT - TEAM ONE COMMUNICATIONS: Darlene Gaubert, Account Manager for Team One Communications, presented to the board an overview of the Jackson County 911 Commission Board's communications system that provides radio coverage to the sheriff's department, fire departments, police, and rescue personnel.

J H & H ARCHITECTS: Motion by Turner, second by Owneby, to allow J H & H Architects to proceed with the design to air condition the three high school gyms for 1,000 people and have the designs ready for the January meeting, with the following vote taken:

AARON MASTERS - COMPTON ENGINEERING: Aaron Masters, Compton Engineering, reported back to the Board with progress on discussions with the Evironmental Protection Agency on steps to be taken for the closure of the wastewater lagoon at St. Martin. His recommendation was to go to EPA and to begin discussions to find out how to close the lagoon. The Board requested that Mr. Masters return to the next meeting with plans on the closure and with an amount that it would cost. Moved forward.

KIM AFLAGUE - SMHS COUNSELOR: Motion by Turner, second by Owenby, to authorize Kim Aflague, St. Martin High School Counselor for 8th and 9th graders, to go forward with a sexual abstinence program for students, called Aim for Success, and to contact civic organizations and businesses for sponsorship, with the following vote taken:

16TH SECTION LEASEHOLDERS: Motion by Owenby, second by Turner, to employ an appraiser who has 16th section experience from outside Jackson County to provide a third appraisal of 16th section property at 16-T6S-R7W that is leased by S. L. Scarbrough, Jr. to determine the current market value because of the wide range of disparity between the first two appraisals, with the following vote taken:

TEACHER OF THE YEAR RECEPTION: Announcement was made to the Board that a Teacher of the Year Reception would be held Monday, December 15, 2003, at Vancleave Middle School to honor Teacher of the Year Nominees and Administrator of the Year Nominees with Teacher of the Year 2003-2004 and Administrator of the Year 2003-2004 being announced.

RETIREMENT RECEPTION: Announcement was made that a retirement reception would be held honoring retiring Jackson County Superintendent, Dr. William H. Lee, Jr., at Vancleave High School Cafetorium Thursday, December 11, 2003.

FIVE-YEAR CAPITAL EXPENDITURE PLAN: Motion by Turner, second by Sims, to adopt the five-year capital expenditure plan presented, shown on page 111-F, with the following vote taken:
