JACKSON COUNTY BOARD OF EDUCATION MINUTES
Regular Session
Monday, November 10, 2003

The Jackson County Board of Education met in Regular Session on Monday, November 10, 2003, at 5:00 p.m. at the East Central High School Library, 21700 Slider Road, Hurley, Mississippi. The Board met prior to the meeting at 12:00 noon to tour East Central Attendance Center with all members except David Sims in attendance.

The meeting was called to order at 5:00 p.m. by chairman, Kenneth A. Fountain. Board member Tootle gave the invocation, and the Pledge of Allegiance was led by board member Turner.

ACKNOWLEDGEMENTS AND CELEBRATIONS: The following individuals, teams, or groups were recognized by administrators for recent achievements and accomplishments and were acknowledged by the Board:

CURRICULUM PRESENTATION - EAST CENTRAL UPPER ELEMENTARY: Counselor Sherie Tanner presented an overview of a program called Character Counts that has been implemented at East Central Upper Elementary. With this program, teachers, along with the principal, counselor, and entire staff, use innovative ideas, activities, and rewards to help provide students self-esteem, stamina, and support they need to survive and be successful in life.

J H & H ARCHITECTS: Paul Bagley and David Butler, representing J H & H Architects, presented the Board with options and approximate costs to provide air conditioning for the three high school gyms. The Board asked Mr. Bagley to return to the next meeting with final costs for air conditioning the gyms, excluding the dressing rooms.

SCHOOL BUS TURNAROUNDS: Motion by Turner, second by Tootle, to approve request to Jackson County Board of Supervisors for East Central school bus turnaround required for a special education student at 7001 Cemetery Rd, Moss Point, MS 39562, with the following vote taken:

16TH SECTION LEASEHOLDERS: Sixteenth section lease holders have questioned the dramatic increase in value on a reappraisal of 16th section property. Leaseholder of the property in question at Section 16-T6S-R7W, S. L. Scarbrough, Jr., hired an independent appraiser to appraise his leased sixteenth section property to compare that value with the value on the appraisal by the school board appraiser. Because of wide disparity between values on the appraisals, Attorney Jack Pickett said the Secretary of State's attorney was reviewing the independent appraisal, and the board was waiting for that office to give them input. Moved forward.

Goff, St. Martin Assistant Superintendent, to sign documents and execute contracts and all things necessary for the EPSDT (Early and Periodic Screening, Diagnosis, and Treatment) Program at St. Martin, resolution shown on page 94-E, with the following vote taken:

AARON MASTERS - COMPTON ENGINEERING: Aaron Masters, Compton Engineering, reported back to the Board on steps to be taken for the closure of the wastewater lagoon at St. Martin. His recommendation was to go to EPA and start discussions to find out how to close the lagoon. The Board requested that Mr. Masters return to the next meeting with a cost estimate and to request use of equipment of county supervisors when possible. Moved forward.

16TH SECTION - ERIC AGUILAR - 16-6-5: Motion by Owenby, second by Tootle, to approve resolution cancelling 16th Section Hunting and Fishing Lease of Eric Aguilar, due to non-payment of rent as specified in the lease agreement, located on Section 16, T6S, R5W, and shown upon the records of the Chancery Clerk's office in Jackson County, that certain land lease executed on the 5th day of August, 2002, by the Jackson County Board of Education, which said land lease is recorded in Land Record Book No. 1280, Pages 565-570, of the Land Records of Jackson County, Miss., with the following vote taken:
