The Jackson County Board of Education met in Regular Session on Monday, October 16, 2006, at 5:00 p.m. at the East Central High School, 21700 Slider Road, Moss Point, Mississippi

MINUTES - SEPTEMBER 18, 2006: Motion by Turner, second by Tootle to approve the minutes for September 18, 2006, with the following vote taken:

ACKNOWLEDGMENTS AND CELEBRATIONS: The following individuals, teams and groups were recognized by administrators for recent achievements and accomplishments and were acknowledged by the Board, as shown on page 70-A

CURRICULUM PRESENTATION - EAST CENTRAL UPPER ELEMENTARY: Lynn Brewer, East Central Upper Elementary Principal and Angela Broome presented to the board a powerpoint presentation on how they offer parent workshops to help bridge the curriculum gap between school and home. Mrs. Brewer shared with the board on how they have received positive feedback from their parents. Some of the goals for future workshops include: (1) providing parents with optional times for attending workshops, (2) strive to reach parents that may be reluctant to "come back to school", (3) encourage parents to utilize email to correspond with teachers and (4) utilize more promotional techniques to entice parental involvement.

FEMA / MEMA UPDATE: Mr. Jim Lucas led a discussion on the FEMA/MEMA update as per the attached spreadsheet, shown on page 70-B. FEMA Available Funds: (1) $5,778,379.00 is the only money available from FEMA/MEMA for St. Martin Middle School academic, band and gym rooms, (2) $6,346,504.00 is the only money available from FEMA/MEMA for St. Martin Upper Elementary School. These monies are for buildings only not for contents or athletics. Mr. Lucas explained that we are limited in FEMA/MEMA dollars however, there is an exception. Certain areas in the bid - concrete, HVAC, electrical can be listed as a line item cost. If actual cost is more than FEMA/MEMA allowed in their estimate, they will consider approving the additional cost. The board asked what our next steps should be and they are as follows: (1) complete environmental impact study, (2) develop plans, (3) submit plans to FEMA/MEMA for approval and (4) begin construction after FEMA/MEMA approves. The total available funds for St. Martin Middle from FEMA, Insurance and Flood is $9,351,526.00. The total available funds for St. Martin Upper Elementary from FEMA, Insurance and Flood is $7,084,758.00. FEMA has stated that they would replace square foot for square foot for classroom facilities.

OPEN WORKMANS' COMPENSATION CLAIMS: As presented, shown on page 70-C. The board requested that Mr. Lucas present an update on the open workmans' compensation claims at the December 11, 2006 board meeting and quarterly thereafter.

APPROVE RENT ADJUSTMENT DUE TO REAPPRAISAL OF LAND - JEAN YARBROUGH: Motion by Turner, second by Dickerson to approve the rent adjustment due to reappraisal of land for Jean Yarbrough, Residential Lease, section 16-4-6, consisting of 2 acres more or less for 5%, totaling $850.00 annually, as shown on page 70-I, with the following vote taken:

APPROVE RENT ADJUSTMENT DUE TO LEASE EXPIRING AND REAPPRAISAL OF LAND FOR NEW LEASE AGREEMENT - JCBS LANDFILL: Move Forward

F.Y.I. - JACKSON COUNTY UTILITY AUTHORITY FOR 16TH SECTION LAND, JAMES H. HEIDELBERG: Presented for board review

WATKINS AND YOUNG / JASON AKERS:

Jason Akers, representative for Watkins and Young, PLLC was present to answer any questions.

Mr. Akers explained the public notice was placed in the Mississippi Press thirty days prior to approval. Due to the location change of the board meeting from Vancleave High School to the East Central High School, Mr. Todd Knight was present at the Vancleave High School from 4:30 p.m. until 5:00 p.m. to make sure no one showed up at the original meeting site with objections.

APPROVE INTERMEDIATE RESOLUTION: Motion by Turner, second by Tootle to approve the Intermediate Resolution as shown on page 70-J, with the following vote taken:

Mr. Fountain asked if there were any question and/or concerns about the bidding. There was no response.

APPROVE LEASE AUTHORIZING RESOLUTION: Motion by Tootle, second by Turner to approve the Lease Authorizing Resolution as shown on page 68-K which also include the Request for Proposals, Proposal Form and Energy Lease. This motion also includes the awarding of the bid for General Obligation Lease-Purchase Agreement to Hancock Bank for a 15 year term, as shown on page 70-L with no prepayment penalty, with the following vote taken:
