The Jackson County Board of Education met in Regular Session on Monday, January 5, 2004, at 5:00 p.m. at the Board of Education Building, 12210 Colonel Vickrey Road, Vancleave, Mississippi.

The following members were present:

The meeting was called to order at 5:00 p.m. by chairman, Kenneth A. Fountain. Board member Owenby gave the invocation, and the Pledge of Allegiance was led by board member Sims.

APPROVE AGENDA: Motion by Tootle, second by Sims, to approve the agenda as amended for January 5, 2004, with the following vote taken:

ELECTION OF BOARD OFFICERS - 2004:

Superintendent Robinson asked for nominations for Chairman. Motion was made by Turner, second by Sims, to nominate Kenneth A. Fountain for Chairman. Superintendent Robinson asked if there were any other nominations or discussion. There were none. The vote was unaminous 5-0 to elect Mr. Fountain chairman, with the following vote taken:

Superintendent Robinson asked for nominations for Vice Chairman. Motion was made by Tootle, second by Owenby, to nominate Randal B. Turner for Vice Chairman. Superintendent Robinson asked if there were any other nominations or discussion. There were none. The vote was unaminous 5-0 to elect Mr. Turner vice chairman, with the following vote taken:

Superintendent Robinson asked for nominations for Secretary. Motion was made by Fountain, second by Turner, to nominate Thomas L. Tootle for Secretary. Superintendent Robinson asked if there were any other nominations or discussion. There were none. The vote was unaminous 5-0 to elect Mr. Tootle secretary, with the following vote taken:

ACKNOWLEDGEMENTS AND CELEBRATIONS: The following individuals, teams, or groups were recognized by administrators for recent achievements and accomplishments and were acknowledged by the Board:

ITEMS NOT IN FY03-04 BUDGET: Items Not in FY03-04 Budget, an ongoing account of expenditures requested by Attendance Centers and approved by the Board that were not included in the FY03-04 budget, was presented for Board review.

PRESENTING STUDENT ACTIVITY ACCOUNTS - NOVMEBER 2003: Student activity accounts for November 2003 for East Central, St. Martin, Vancleave, Jackson County Technology Center, and Alternative School were presented to the board for review.

AARON MASTERS - COMPTON ENGINEERING: Motion by Turner, second by Sims, to submit to U. S. Environmental Protection Agency draft closure plan for sewage lagoon at St. Martin High School presented by Compton Engineering, plan shown on pages 123-A, with the following vote taken:

16TH SECTION LEASEHOLDERS: Moved forward.

APPROVE MEDICAL LEAVE OF ABSENCE - BETTY TAYLOR: Motion by Owenby, second by Sims, to approve medical leave of absence requested by Betty Taylor, Food Service, Vancleave Middle School, from January 5 - March 1, 2004, with the following vote taken:

16TH SECTION - LEASE - GULF SOUTH PIPELINE CO., LP -16-6-7: Motion by Turner, second by Owenby, to approve the 16th Section Commercial Lease of Gulf South Pipeline Co., LP, rental fee of $700.00 per year for a term of forty (40) years, commencing on January 5, 2004, containing .32 acres and located on Section 16, T6S, R7W, with the following vote taken:

16TH SECTION - HUNTING AND FISHING BID #04-71: Motion by Owenby, second by Tootle, to approve and award the bid for hunting and fishing, bid #04-71, 16th section lease 16, T5S, R6W, 639.32 acres, to same leaseholder, Pascagoula River Coon Hunters, Kenneth Mowdy, who was the sole bidder, with an annual lease of $1,917.46, with the following vote taken:

16TH SECTION - HUNTING AND FISHING BID #04-72: Motion by Owenby second by Sims, to approve and award the bid for hunting and fishing, bid #04-72, 16th section lease 16-T6S-R8W, 145.60 acres, to same leaseholder, Pascagoula River Coon Hunters, Kenneth Mowdy, who was the sole bidder, with an annual lease of $436.80, with the following vote taken:
