The Jackson County Board of Education met in Regular Session on Monday, October 4, 2004, at 5:00 p.m. at the Board of Education Building, 12210 Colonel Vickrey Road, Vancleave, Mississippi.

The meeting was called to order at 5:02 p.m. by chairman, Kenneth A. Fountain. Board member Tootle gave the invocation, and the Pledge of Allegiance was led by board member Turner.

PRESENTATION OF CERTIFICATES OF EXCELLENCE: Chairman Fountain presented Certificates of Excellence to teachers and teachers' assistants in recognition of their students' high achievement scores on Mississippi Curriculum Tests and Subject Area Tests. DAVID HARDY, STUDIO SOUTH ARCHITECTS: Architect David Hardy presented to the Board Preliminary Design Cost Estimates on proposed construction for additions at St. Martin North Elementary, St. Martin East Elementary, Vancleave Middle School, Vancleave Lower Elementary, and roofing repairs at Jackson County Technology Center, as shown on pages 124-A. The Board asked Mr. Hardy to revisit some concerns they had on walkways at Vancleave Middle School and cost of gym seats on one side of the gym as opposed to both sides. At Vancleave Lower Elementary a cross-connecting corridor was discussed for student flow. Mr. Hardy will report back to the Board with an update at the next board meeting.

ROOF REPAIRS - JACKSON COUNTY TECHNOLOGY CENTER: Motion by Turner, second by Tootle, to authorize Architect David Hardy to proceed with roofing repairs at Jackson County Technology Center as presented on the Preliminary Design Cost Estimate, shown on pages 124-A, with the following vote taken:

SOIL BORING AND SURVEYS - PROPOSED CONSTRUCTION: Motion by Turner, second by Tootle, to authorize Architect David Hardy to proceed with soil boring and surveys on proposed construction additions at St. Martin North, St. Martin East, Vancleave Lower Elementary, and Vancleave Middle School, with the following vote taken:

WHEAT, JR., ANNETTE WHEAT- 16-6-7: Motion by Turner, second by Tootle, to approve cancellation of the 16th Section Commercial Lease of Ronald C. Wheat, Sr., Ronald C. Wheat, Jr., Annette Wheat, located on Section 16, T6S, R7W, and shown upon the records of the Chancery Clerk's Office in Jackson County, Mississippi, that certain land lease executed on the 20th day of August, 1990, by the Jackson County Board of Education, which said land lease is recorded in Land Record Book No. 964, Pages 803-813, of the Land Records of Jackson County, Mississippi, with the following vote taken:
